Scotland’s New Build Heat Standard 2024: A Critical Step Towards Net-Zero for Property Owners

 

Scotland is leading the way in the UK’s zero-carbon agenda, and the latest update to the New Build Heat Standard 2024 (NBHS), which came into effect on 1 January 2025, marks a pivotal moment for the property industry. As part of the broader efforts to achieve net-zero emissions by 2045, this shift in building regulations sets the stage for a future where fossil fuel heating systems are no longer the norm in new builds.

What is the New Build Heat Standard (NBHS)?

The New Build Heat Standard was introduced to ensure that all new buildings in Scotland are equipped with climate-friendly heating systems, aligning with the country’s climate goals. As of this year, 1 January 2025, the regulations now require all new buildings to install zero-emission heating systems, eliminating the use of fossil fuel boilers, such as gas and oil.

Key Changes to the Standard: What’s New?

These systems can be used as main heating sources, offering flexibility in rural or island communities where access to other heating solutions may be limited.

Secondary Heating: The updated regulations also permit the use of secondary heating systems in new buildings. This could include anything from wood-burning stoves to additional electric heating, providing extra comfort without relying on fossil fuels.

No Fossil Fuel Boilers: The ban on gas and oil boilers remains in place. These systems will not be permitted as primary heating solutions in new homes, continuing the commitment to eliminate high-emission heating options.

Allowance for Heat Networks: Unlike individual heating systems, heat networks are classified as clean heating under the NBHS, regardless of the fuel source used to power them. This means that some heat networks may still use fossil fuels in their energy mix while remaining compliant with the standard. As Scotland expands its heat network infrastructure, it is expected that existing tenement buildings will be added to these networks in the future, alongside conversions and new builds that are already incorporating this approach.

Why the Change? Addressing Climate Concerns and Local Needs

One of the driving factors behind the changes to the NBHS is to reduce the carbon emissions from new buildings. Heat Pumps are likely to become the go-to solution for residential projects, particularly air-source systems, which are compatible with renewable energy sources. However, ground-source heat pumps are more efficient, though they can be cost-prohibitive for some projects. Air-source systems, while less costly, will require modifications to buildings to ensure proper installation, and external units may present aesthetic challenges, particularly in multi-unit dwellings or historic areas.

For property owners, these regulations will impact the way new homes are heated in the future. While the ban on gas and oil boilers may initially raise concerns about higher upfront costs, the long-term benefits could be substantial. The efficiency of heat pumps, for example, can achieve up to 350% efficiency in some cases, potentially reducing running costs for heating while also contributing to a greener environment.

The Role of Wood-Burning Stoves and Bioenergy Systems

From 1 January 2025, the Scottish Government has also allowed for wood-burning stoves, bioenergy, and peat-based heating to be used as primary heating systems in new buildings, a decision that follows feedback from rural communities. These systems, which were previously limited to emergency use, can now offer a more sustainable and practical solution for buildings in areas with limited access to alternative heating methods.

Despite these allowances, the use of wood-burning stoves and bioenergy systems will still be closely regulated to ensure they align with Scotland’s carbon reduction goals. The government has made it clear that, while these systems can be used to support community resilience, they should not undermine the overall commitment to reducing building emissions.

Heat Networks in the Future

 Heat networks are expected to play a growing role in Scotland’s heating infrastructure. While they are classified as clean heating systems under the NBHS, they are not necessarily free from fossil fuels. Some networks may still rely on gas or other conventional fuels, though the long-term strategy is to transition toward fully renewable heat networks.

For property owners in urban areas, particularly those in tenement buildings, this presents an opportunity to benefit from large-scale heating solutions that reduce individual property costs and improve efficiency. New developments and conversions are already integrating heat networks as an alternative to individual air-source or ground-source heat pumps, particularly in dense urban environments where space is limited.

Looking ahead, the New Build Heat Standard will continue to evolve as new technologies emerge and the sector adapts to meet Scotland’s climate goals. While the focus on renewable and zero-carbon heating systems is a significant step forward, it will need to be complemented by other measures, such as improved building insulation and energy-efficient designs, to fully maximise the potential of these systems.

The introduction of the Scottish Passivhaus Standard, expected by December 2025, will further drive forward energy efficiency requirements, ensuring that new buildings are designed with sustainability at the forefront. Architects and designers will need to integrate these standards into their plans, considering factors such as building type, heating loads, space requirements, and aesthetics to ensure that zero-carbon systems function optimally.

The New Build Heat Standard marks a bold and necessary step towards a sustainable, low-carbon future for Scotland. For property developers, owners, and managers, these changes will have significant implications in terms of costs, design, and long-term energy efficiency. While the transition away from fossil fuels may present some challenges, the long-term benefits for the environment, building occupants, and the wider community are clear.
